How to I get a SIM card for my cellphone that will work in Netherlands and Germany?

I am going to Amsterdam and Germany and would like to bring an old cellphone I have and use it there. Can I get a SIM card that will work in both of those countries? If so, how do I get one? If I go to a phone store in Amsterdam, how will I know I'm being treated fairly and not being ripped off?

You can just add international service to your existing cell phone plan for a month while you are gone. Mine costs $16 from AT&T. I am charged for making calls still, but it is significantly reduced since I'm on the international plan and texts are free.
